JOB DESCRIPTION The German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement the project 'support to the implementation of social protection for the ultra-poor people in Malawi’, in short Social Protection Programme (SPP). The SPP has been operational in Malawi since 2015 and is entering its second phase. The Programme seeks to support the Government of Malawi to strengthen the coordination of the Malawi National Social Support Programme II (MNSSP II). The MNSSP II has three thematic priority areas of consumption support, resilient livelihoods and shock sensitive social protection.
YOUR TASKS 1. Assisting in the development of a pilot concept for harmonised e-payments and facilitating implemention of the pilot in 3 districts 2. Supporting the Ministry in the annual review of the MNSSP II Implementation Plan via stakeholder and cooperation workshops and through partner dialogue 3. Managing a large consultancy contract, including technical and managerial backstopping 4. Supervising programme staff (line management) and supporting/mentoring team members in their operational areas 5. Ensuring the timely execution of work packages by the team. This includes the appropriate use of funds (GIZ and co-financing) and capacity building in line with PuR 6. Providing regular reports and updates on the implementation status, including reporting to the Team Leader, GIZ Head Office and the German Ministry (BMZ), the partner as well as other donors 7. Supporting the Team Leader with overall programme management, especially coordination issues between the programme and the partner ministry, and representing and leading the Team in absence of the Team Leader

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. Degree in social science, economics, development studies or relevant degree 2. Several years of professional experience in the field of policy advice and management preferably abroad 3. Experience and knowledge on the livelihoods situation in rural Africa is an advantage 4. Experience in GIZ processes, methods and tools 5. Experience in leading/managing staff 6. Teamwork, social and intercultural competence, organizational skills, motivation, result orientation and good communication skills 7. Fluency in German and English
LOCATION INFORMATION International schools and health care can be found in Lilongwe. Electricity balckouts are common but can be addressed by inverters or generators. Occassionally water shortages may occur.
In general, the security situation is calm. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. A contact person for security risk management is appointed at the local GIZ office. There are no special restrictions to freedom of movement in the working environment.
