JOB DESCRIPTION The Good Financial Governance (GFG II) in Africa Programme is a Pan-African project with the objective of capacitating African change actors in the area of Good Financial Governance for systemic change. The project therefore cooperates closely with African technical networks in the area of revenue mobilization / taxation (African Tax Administration Forum - ATAF), budget (Collaborative African Budget Reform Initiative - CABRI), external audit (African Organisation of Supreme Audit Institutions - AFROSAI) and legislative budget oversight (African Organisation of Public Accounts Committees - AFROPAC). The networks assist their respective members - African tax administrations, ministries of finance, supreme audit institutions, and public accounts committees in Parliament - through developing trainings, analytical tools, as well as peer exchange formats.
YOUR TASKS 1. Responsible for the overall management of the external audit component supporting Supreme Audit Institution networks in Africa (AFROSAI, AFROSAI-E and CREFIAF) 2. Leader of a team providing strategic and technical advice to the partner organisations, AFROSAI as well as AFROSAI-E and CREFIAF 3. Responsible for the management of the Study Expert Fund Nigeria ‘Support to the SAI of Nigeria’ – which involves regular on-site missions to Abuja 4. Ensure activities are implemented as planned 5. Report on results in the component under his/her supervision 6. Manage the budget of the component 7. Responsible for the management of international and national staff in South Africa, Cameroon and Nigeria on request of the Programme Manager 8. Support the cooperation and communication with the commissioning parties BMZ (German Federal Ministry for Economic Cooperation and Development) and the European Commission

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. University degree in public finances, economics, or social sciences or similar 2. Long-time professional experience in development cooperation, ideally in Africa and many years of experience working or advising in the area of public sector auditing (Supreme Audit Institutions) 3. Prior experience in leading a multi-cultural team 4. Fully computer literate, proficient user of Microsoft Office and good understanding of database software 5. Strong analytical, communication, presentation and writing skills 6. Outstanding ability to work independently, flexibly and responsibly 7. Capacity to develop strong networks across the continent 8. Fluency in both German and English is essential, command of French and/or Portuguese are an advantage
LOCATION INFORMATION Pretoria, South Africa, is a duty station suitable for families with children. The climate in the Gauteng region is characterised by hot summers and mild, dry winters. International schools are available, incl. a German school. Health care is very good. From Johannesburg international airport (approximately 35km from Pretoria), there are daily direct flights to several destinations in Europe and regular international flights.
An (obligatory) security training will be provided by the GIZ country office, and there are special security risk mitigation measures that apply to GIZ staff on-site. Please also refer to the country-specific advice provided by the German Federal Foreign Office.
