JOB DESCRIPTION
Since 2006, GIZ has been supporting the Commission of the Economic Community of West African States (ECOWAS) in its trade integration efforts. The 2018-2022 Action “Promoting Trade in West Africa” (WATIP II) forms part of the multi-donor “Trade Facilitation West Africa” (TFWA) Programme, which is jointly funded by the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ). The overall objective of WATIP II is to contribute to the strengthening of the ECOWAS common market and the integration of the West African region into the international economic and trading systems. WATIP II supports the ECOWAS Commission in the following three technical areas: (1) ECOWAS trade facilitation measures are more efficiently implemented, (2) more efficient movement of goods along the Dakar-Bamako transit corridor, (3) barriers for women and small-scale traders are reduced.

YOUR TASKS
1. Strategic planning, managing and monitoring of the EU and German contribution with special attention to impact monitoring and cost-effectiveness
2. Leading an international and regional expert team of currently 17 experts
3. Managing short-term-experts and responsibility for procurement processes
4. Representing the programme vis-à-vis its partners (ECOWAS institutions and selected national institutions) and donors (EU, Federal Ministry of International Cooperation and Development (BMZ), USAID, Netherlands)
5. Closely cooperation with the World Bank Group on planning, reporting and joint event organisations
6. Reporting to the programme’s technical committee and steering committee and preparing annual reports to the donors (EU and BMZ) according to their requirements
7. Monitoring the action’s budget and ensuring compliance management
8. Liaising with GIZ country offices in the ECOWAS region on the effective implementation of project-related activities
REQUIREMENTS FOR THIS JOB
YOUR PROFILE
1. Master’s degree in economics, business administration, international law or equivalent degree
2. Several years of professional experience in a comparable position
3. Demonstrated experience in managing and leading multi-cultural teams
4. Experience in managing EU contracts and in preparing EU technical reports
5. Knowledge of managing BMZ contracts and in BMZ reporting would be an asset
6. Background in international trade and regional integration and/or knowledge of and experience in trade facilitation reform would be a distinct advantage
7. Knowledge of the ECOWAS region and established contacts to relevant actors are regarded as an asset
8. Fluent in English; German and French language skills would be an important asset
