JOB DESCRIPTION
With ‘Visit Rwanda’ the country prominently showcases the high potential as well as the ambition of Rwanda to promote its tourism sector. In order to diversify the tourism portfolio beyond the famous gorillas, the Rwanda Sustainable Tourism Master Plan puts emphasis on the development and promotion of several Destination Management Areas. Three of these areas are interconnected by the Kivu Lake. In this framework, the Chamber of Tourism Rwanda in partnership with the Rwandan-German bilateral Program for the Promotion of Economy and Employment in Rwanda, implemented by GIZ, established a Destination Management Unit (DMU) for the Kivu Belt Region. The DMU Kivu Belt is a voluntary coalition of private and public tourism and hospitality actors working towards the common goal to increase the number of visitors, their expenditure and their length of stay, as well as a related increase of economic growth and employment in the region.

YOUR TASKS
1. Advising the DMU Coordinator on processes that support the establishment and management of the DMU, including membership management and stakeholder coordination, services for tourism actors, community involvement and joint action plans
2. Supporting the DMU Coordinator and the Chamber of Tourism in clarifying roles and responsibilities as well as internal collaboration (e.g. using software, organizing team-building workshops)
3. Advising on strategies on how to identify target groups, focal areas and new products as well as supporting their implementation and pricing strategies (for example organisation of trips, synergies with other economic sectors, workshops with activity providers and tour operators)
4. Participating in the identification, mapping and inclusion of all touristic stakeholders along the tourism value chain (focus on women, persons with disabilities and minority groups) in line with the associations of the Chamber of Tourism
5. Identifying capacity development needs for tourism actors and supporting potential interventions with relevant stakeholders, for example private sector partnerships, training providers and linkages with development partners
6. Advising on the development of a joint marketing strategy for the Destination Kivu Belt in line with the national marketing strategy and supporting its implementation under a multi-stakeholder approach, including a professional web and social media presence, marketing campaigns, interactions with international travel media
7. Supporting the knowledge management system (e.g. virtual platform, information sessions, regular networking meetings) and contributing with inputs and distribution of best practices (e.g. B2B networks, green tourism practices)
REQUIREMENTS FOR THIS JOB
YOUR PROFILE
1. University degree in the area of tourism management, marketing or economy
2. Professional international experience in tourism management and tourism promotion in the private tourism and/or hospitality sector
3. Advanced knowledge in organizational development and project management, including marketing and communication (digital marketing, branding and positioning, public relations)
4. Excellent communication and negotiation competencies and experience in managing cooperation networks
5. Sound knowledge about trail management and related community involvement
6. Experience in working with private sector associations and/or national tourism boards is of advantage
7. Knowledge of methods of systematic organizational consulting is an asset
8. Fluent in English and preferably French

LOCATION INFORMATION
In general, the security situation is calm. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. A contact person for security risk management is appointed at the local GIZ office. There are no special restrictions to freedom of movement in the working environment. GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment. We kindly ask you to inform yourself which forms of relationships are legally and socially accepted in the country of deployment.

The position is based in Rubavu, the touristic hub along the Kivu Belt. The city is located around three hours from the capital Kigali and has all-year mild climate with temperatures between 15°C and 25°C and two rain seasons. Rubavu has good living conditions offering a variety of touristic attractions, few international restaurants and sport facilities. Basic health care facilities and hospitals are available in Rubavu; however, for specialised treatments a flight to Nairobi, South Africa or Europe might be necessary. English and French international primary and secondary schools are only available in Kigali. Kinyarwanda is the national language, but English and French are widely spoken.
