JOB DESCRIPTION

GIZ International Services is shortlisted for the EU-funded tender: „Technical Assistance to the Education for Employability (E4E) Sector Reform Programme” in South Africa in South Africa.

The overall objective of the Education for Employability (E4E) Budget Support Sector Reform Programme of which this contract will be a part is “more inclusive, equitable and quality education and employment prospects for South African youth”.

The purpose of this contract is as follows:
To provide Technical Assistance (TA) to support the National Treasury and three key implementing government departments (Department of Basic Education; Department of Higher Education and Training; and the Department of Employment and Labour) in the design, administration and implementation of the Education for Employability (E4E) Budget Support Sector Reform Programme. This contract will contribute to the institutional strengthening of the three sector departments through provision of technical support and capacity building interventions to enable the achievement of the overall objective of the E4E Programme.

The programme is expected to support government’s efforts in improving the quality of basic education, vocational training and job placement services from early childhood, through teenage years until the acquisition of skills needed for the world-of-work.
REQUIREMENTS FOR THIS JOB
YOUR PROFILE
Qualifications and skills
1. A Master’s Degree in education, development studies, management or a related discipline is required;
2. In the absence of a Master’s Degree, a Bachelors' degree or equivalent qualification with at least 10 years' experience in the fields listed above or related disciplines will be considered;
3. Good communication skills in English- written and spoken;
4. Competent in MS Office;
5. Excellent facilitation and interpersonal skills.

General professional experience
1. At least 12 years’ experience in a mix of areas relevant to basic education, higher education, skills development or employment services in a developing country;
2. Minimum of 3 experiences in programme/project management in the public sector;
3. Experience in programme/project management for the South African government will be an added advantage.

Specific professional experience
1. Minimum of 10 years experiences in programme/project management in the public and private sector;
2. At least 5 experiences in strategic management or project and programme management or a mix of these fields.
3. Experience and exposure to monitoring and evaluation approaches will be an added advantage.

LOCATION INFORMATION
The location of the operational base for the support team is Pretoria, Gauteng Province, South Africa, with potential missions and events across South Africa, occasionally in European Union Member States, and possibly in third countries.

Start date & period of implementation
The intended start date is July 2020 and the period of implementation of the contract will be 36 months from this date (for a minimum of 880 days).
