JOB DESCRIPTION The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services. GIZ International Services is shortlisted for the EU-funded tender: „ TA to the Education for Employability (E4E) Sector Reform Programme” in South Africa in South Africa. The overall objective of the Education for Employability (E4E) Budget Support Sector Reform Programme of which this contract will be a part is “more inclusive, equitable and quality education and employment prospects for South African youth”.
The purpose of this contract is as follows: To provide Technical Assistance (TA) to support the National Treasury and three key implementing government departments (Department of Basic Education; Department of Higher Education and Training; and the Department of Employment and Labour) in the design, administration and implementation of the Education for Employability (E4E) Budget Support Sector Reform Programme. This contract will contribute to the institutional strengthening of the three sector departments through provision of technical support and capacity building interventions to enable the achievement of the overall objective of the E4E Programme.
The programme is expected to support government’s efforts in improving the quality of basic education, vocational training and job placement services from early childhood, through teenage years until the acquisition of skills needed for the world-of-work.

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE Qualifications and skills 1. A Master’s Degree in education, development studies, organisational development, business administration, management or a related discipline is required; 2. In the absence of a Master’s Degree, a Bachelors' degree or equivalent qualification with at least 15 years' experience in the fields listed above or related disciplines will be considered; 3. Good communication skills in English- written and spoken; 4. Competent in MS Office; 5. Excellent facilitation and interpersonal skills. General professional experience 1. At least 12 years general experience in institutional strengthening and capacity development or strategic management or project and programme management in sectors related to education, skills development and training, youth employment or placement services; 2. At least 5 years of the above experience should be in South Africa or in an upper middle income country; 3. At least 2 years of the above experience should be in government/public sector; Specific professional experience 1. At least 2 experiences in policy/strategy issues related to the education sector; 2. At least 2 experiences in policy/strategy issues related to the employment sector; 3. A minimum of 3 experiences in monitoring and evaluation is required; 4. A minimum of 3 experiences in providing technical support on organisational development and institutional capacity development is required; 5. A minimum of 3 experiences in project/programme management in public sector is required; 6. Experience and exposure to work with TVET colleges or ECD or youth employment or labour placement services will be an added advantage; 7. Managerial experience in the public or private sector will be an added advantage.
LOCATION INFORMATION The location of the operational base for the support team is Pretoria, Gauteng Province, South Africa, with potential missions and events across South Africa, occasionally in European Union Member States, and possibly in third countries.
Start date & period of implementation The intended start date is July 2020 and the period of implementation of the contract will be 36 months from this date (for a minimum od 880 days).
