JOB DESCRIPTION Only 38% of the African population has access to electricity, less than 10% is connected to the internet and only 25% of Africa’s road network is paved. To address these challenges, in 2012 the African Heads of State and Government adopted the Programme for Infrastructure Development in Africa (PIDA) as the continent’s strategic infrastructure framework contributing to Agenda 2063. PIDA has over 400 regional projects aimed to improve energy supply, regional transport corridors, internet connectivity as well as trans-boundary water management. On the continental level, the African Union Commission (AUC) is responsible for the political steering of PIDA whilst the African Union Development Agency-NEPAD (AUDA-NEPAD) facilitates the technical implementation. Within the scope of the German G20 Presidency initiative “Compacts with Africa (CwA)” the GIZ-PIDA programme will pilot a “PIDA-CwA” component. This component is jointly implemented with AUDA-NEPAD and should contribute to the regional economic integration of one CwA country and its region. The implementation of this pilot tests the application of the PIDA Project Delivery Model in the context of the CwA to mobilize private investment and create local employment for one infrastructure project with regional impact in the CwA country Ghana. GIZ is now searching for a PIDA Compacts with Africa Advisor (Ghana) to support AUDA-NEPAD with the coordination and technical advisory of the PIDA Project Delivery Model under the PIDA Compacts with Africa component focussing on Ghana. The Advisor will be located at the partner organisation AUDA-NEPAD in Midrand, South Africa.
YOUR TASKS 1. Act as focal person to manage and steer the technical, strategic, communication and administrative matters of the PIDA Compacts with Africa component “Ghana” 2. Identify a potential pilot infrastructure project with regional dimension in Ghana under the guidance of AUDA-NEPAD and in cooperation with the government 3. Apply and manage existing instruments of the PIDA Project Delivery Model (e.g. the Service Delivery Mechanism to identify project bottlenecks and provide technical advisory to project owners during the project preparation phase; the Continental Business Network to engage with the private sector to identify investment appetite and facilitate funding; the PIDA Job Creation Toolkit to estimate the project employment potential and advise government to realize these jobs, etc.) 4. Technically advise and steer the overall PIDA Project Delivery model to drive project implementation, mobilise private investment and assist local job creation pertaining to the PIDA-CwA component “Ghana” 5. Coordinate PIDA communication activities to increase visibility and awareness on infrastructure/PIDA matters and projects pertaining to the PIDA CwA component “Ghana” 6. Extract best practices/lessons learnt from advisory process which can inform other countries and PIDA projects

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. Masters’ Degree in economics, political science, engineering or another relevant academic field 2. Many years of relevant work experience in infrastructure development in Africa and stakeholders engagement 3. Work experience in financing or preparing infrastructure projects 4. Proven track record of preparing projects with a regional dimension on the African continent 5. First work experience in international organizations; Work experience within AU institutions is a clear advantage 6. Proven track record of project management and stakeholder/ process coordination 7. Previous work experience in Ghana is a clear advantage 8. Strong computer skills (Microsoft Office, internet research, social media, other digital tools) 9. Excellent written and verbal communication skills 10. Excellent mastery of English; French is an advantage as is German
LOCATION INFORMATION Midrand, is a duty station suitable for families with children. The climate in the Gauteng region is characterised by hot summers and mild, dry winters. International schools are available, incl. a German school. Health care is very good. From Johannesburg international airport there are daily direct flights to several destinations in Europe and regular international flights. An (obligatory) security training will be provided by the GIZ country office, and there are special security risk mitigation measures that apply to GIZ staff on-site. Please also refer to the country- specific advice provided by the German Federal Foreign Office.
In general, the security situation is calm. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. A contact person for security risk management is appointed at the local GIZ office.
