FIELD OF ACTIVITY The project Support to the ECOWAS-Commission on Organisational Development” provides advisory services to the Commission of the Economic Community of West African States (ECOWAS), based in Abuja to improve its internal organisational management processes, such as strategic planning, monitoring and evaluation, HR and financial management and other cross-cutting topics. The project is preparing the signature of a European Union co-funded action contributing to the ECOWAS-Commission and the ECOWAS Bank for Investment and Development (EBID), based in Lomé/Togo being certified for the direct management of European Union Funds through the pillar assessment methodology process. One major area of support of this action is to strengthen ECOWAS Commission and EBID capacities to comply with Pillar 1 (Internal Control) of the pillar assessment methodology. The main focus will be on developing and implementing a code of ethics and to define and implement internal control processes that can be operated with the SAP based module GRC (Governance, Risk and Compliance). In addition, the project will support the ECOWAS Commission and EBID to monitor their readiness to undergo the pillar assessment.
YOUR TASKS 1. Advising on the implementation of an internal control environment at the ECOWAS Commission and EBID compliant with international standards 2. Planning, coordinating and monitoring the assignment of short-term consultants for the configuration and implementation of SAP based modules for financial management (such as GRC, ABAP etc.) 3. Advising on and facilitating the development of a code of ethics at the ECOWAS Commission and its implementation at the ECOWAS Commission and EBID 4. Liaising and preparing joint activities with the GIZ project “Alliance for Integrity” 5. Contribution to the planning, implementation, monitoring and reporting of the project “Support to the ECOWAS-Commission on organisational development”

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. Master’s degree in law, political science or related field 2. Relevant professional experience (min. 3 yrs.) as an auditor and/or in analysing and evaluating internal business processes with regards to compliance, efficiency and effectivity; an international certification as auditor would be an asset 3. Experience in the development and/or implementation of anti-corruption ethics and compliance programmes 4. Knowledge of the EU pillars certification methodology 5. Knowledge of SAP applications for internal control from a user end 6. Working experience in West Africa and/or with regional economic communities 7. Knowledge of implementation standards of GIZ projects and/or EU-funded projects 8. Intercultural sensitivity and ability act in a politically sensitive environment 9. Distinctive conceptual and analytical skills as well as high advisory and facilitation competence 10. Proficiency in English and French, the knowledge of German and/or Portuguese would be an asset
