ORGANISATIONAL BACKGROUND
The Elimination 8 Initiative (E8) is a coalition of eight countries working across national borders to eliminate malaria in southern Africa by 2030. As the malaria response arm of the Southern Africa Development Community (SADC), the E8 is pioneering an ambitious regional approach and driving collective action to end this deadly disease once and for all. Guided by the belief that countries are stronger when they work together, the E8 is building a model that will inform coordinated efforts in southern Africa and beyond. Specifically, it has the following mandate:
1. To strengthen regional coordination in order to achieve elimination in each of the E8 member countries;
2. To elevate and maintain the regional elimination agenda at the highest political levels within the E8 countries;
3. To promote knowledge management, quality control, and policy harmonization to accelerate progress towards elimination;
4. To facilitate the reduction of cross-border malaria transmission; and
5. To secure resources to support the regional elimination, plan, and to ensure long term sustainable financing for the region’s elimination ambitions.

JD OVERVIEW
The Surveillance Associate role is to demonstrate the success and impact of the malaria elimination activities embarked on by the E8. The responsibility will be utilising regional surveillance tools to better target interventions, identify and respond to malaria epidemics and to report on project achievements against malaria elimination targets.

The Surveillance Associate for E8 is expected to support the activities of the team. The role is within Country Operations, a division focused on supporting the works of the National Malaria Control Programmes within the respective E8 countries.

RESPONSIBILITIES:
General:
1. Synthesize published and gray literature;
2. Collate data from multiple sources and perform analysis;
3. Develop frameworks and Surveillance plans for malaria programs;
4. Contribute to writing technical reports and peer-reviewed manuscripts;
5. Work with the team to review or provide input into specific work plans;
6. Develop a list of deliverables for activities and ensure that they are consistent with the project work plan;
7. Coordinate and follow up on monthly, quarterly and annual reporting through the E8 surveillance system;
8. Liaise with E8 M&E Associate for results reporting and data needs for effective feedback;
9. Support Country Focal Persons in meeting mission-specific reporting requirements;
10. Consult with team to develop a way forward for meeting a specific technical need and then coordinating its execution while collaborating with activity leads;
11. Support in preparing costed workplans for each reporting year;
12. Assist activity leads and Head of Country Support in reviewing monthly financial package;
13. Coordinate with Country Focal Persons, activity lead, and finance manager in forecasting and anticipating upcoming activities;
14. Arrange monthly calls with team members to guide processes for regional malaria surveillance;
15. Take notes during the following as applicable: E8 specific country calls, E8 calls for country support, partner coordination calls for country support, other ad hoc meetings or specific technical calls as applicable;
16. Upload and share information through E8 databases, and support the E8 Advocacy and communications team in website posting of E8 related information;
17. Update and improve the organisations shared drives through archiving old information and adding new information as needed;
18. Together with the M&E associate, track the progress and finalization of projects and deliverables; and
19. Work with Head of Country Support to communicate country successes.

Information management responsibility
1. Oversee information technology use for the organisation to improve reporting and performance;
2. Make key decisions about installations, maintenance and upgrades of electronic software and hardware for the regional surveillance system;
3. Organise the purchase of hardware and software for the betterment of the regional surveillance system;
4. Maintain a high standard of data security for data transmission and warehousing by developing policies procedures and controls;
5. Schedule upgrades and security backups of hardware and software systems by assessing transaction processing and database production options;
6. Provide secure access for the network for remote users;
7. Evaluate user needs and system functionality, ensuring that information technology meets the desired needs;
8. Mentor and train users and provide remote and/or on-site IT systems support; and
9. Maintain database performance by troubleshooting system errors.
REQUIREMENTS FOR THIS JOB
REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS
1. Advanced Degree in Public Health, Epidemiology or Demography;
2. An undergraduate degree in computer science, information science or software engineering;
3. +2 years of experience in disease surveillance and analytics of global health projects;
4. Experience in managing public health project surveillance and M&E systems;
5. Experience with malaria control and elimination programs is an added advantage;
6. Data analysis skills using statistical packages such as R., MatLab, Stata, SPSS and SAS;
7. Experience in geographic information systems (GIS) for spatial and temporal analysis i.e ArcGIS, QGIS;
8. Ability to work independently and to ask clarifying questions to get the job done;
9. Ability to work effectively as part of a team that is geographically dispersed and incorporates global and national malaria experts;
10. Strong writing skills in English;
11. Fluency in Portuguese is an added advantage;
12. Availability to travel internationally up to 20% of the time; and
13. A SADC citizen.
