ABOUT As a federal company, GIZ supports the federal government in achieving its goals in international cooperation for sustainable development.
FIELD OF ACTIVITY Decentralization has been anchored in Niger's constitution since 2011. The government has created key legal and institutional prerequisites for implementing the reform. On behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), the project is helping the Nigerien government to strengthen local self-government; Municipalities and regions should provide improved basic services and learn to involve citizens in decisions. In its third program phase, the project advises ministries and local authorities on the transfer of competencies and resources such as the decentralization ministry, the ANFICT financial transfer mechanism or the training and further education center for administrative staff and community representatives as well as communities, regions and decentralized state services for improved cooperation.
YOUR TASKS 1. Responsibility for the strategic, technical and administrative control of the project 2. Ensuring the commercial quality according to the processes and rules standards as well as the impact-oriented monitoring of the program activities 3. Ensuring synergies with other projects in the portfolio of technical cooperation in Niger 4. Close coordination with the Reconstruction Loan Corporation and joint reporting to the BMZ 5. Representation of the project in the international donor group 6. Decentralization and management of the donor working group “Capacity Strengthening” in coordination with speakers and the country office 7. Coordination with national partners and responsibility for external communication in accordance with the GIZ rules 8. Planning and management of financing contracts and assignments of experts 9. Disciplinary leadership of an international team

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. Completed university degree in social, administrative or legal sciences 2. Several years of professional experience in development cooperation as well as in complex projects in multi-actor contexts 3. Very good communication and management skills 4. Experience in steering a team with antennas in the country 5. Knowledge of the challenges of decentralization reforms in West Africa 6. High intercultural competence and strong interest in political and socio-economic developments in the Sahel region 7. Knowledge of the subject of fragility and multilateral cooperation approaches 8. Business fluency in German and French
