ABOUT As a federal company, GIZ supports the federal government in achieving its goals in international cooperation for sustainable development.
FIELD OF ACTIVITY It concerns the administrative and financial support of three projects to promote peace and stability (technical cooperation), to promote livelihoods (transitional aid) and to improve employability (special initiative for flight) in Eastern Congo. In a joint program with the Reconstruction Loan Corporation, the projects are working towards the stabilization strategy agreed by the DR Congo and its partners.
YOUR TASKS 1. Advising the person responsible for the contract (AV) on commercial processes for the GIZ country office and the German GIZ locations 2. Quality assurance, control and handling of administrative processes of the two projects, among others Purchasing / awarding processes, drawing up contracts, budget and cash planning, monitoring of costs / expenses, internal controls, management of the order file as well as continuous testing and quality assurance of all administrative processes (risk of corruption) 3. Support of the 'quality in line' process 4. Administrative management of grant agreements and local grants and subcontractors 5. Coordination and technical management of the national staff of both projects in Bukavu and Goma in the areas of purchasing / contracts, cash / accounting, logistics, security, information management, security implementation, etc. in close coordination with the national security management of the projects and the AVs

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. Completed university degree in business administration or administrative sciences, possibly supplemented by commercial vocational training 2. Several years of relevant professional experience in the commercial sector 3. Work experience in Sub-Saharan Africa, ideally also in fragile contexts 4. Several years of professional experience in programs of international cooperation or humanitarian aid 5. Knowledge of GIZ procedures and instruments is an advantage 6. Experience in security risk management is an advantage 7. Willingness to stay in an area with a temporarily tense security situation 8. Good spoken and written knowledge of French and English; Knowledge of German is an advantage
LOCATION INFORMATION In order to do justice to the special features of the deployment at a location with a fragile security situation, GIZ offers an additional, attractive service package.
Bukavu is the provincial capital of South Kivu in Eastern Congo on the Rwandan border. An international airport with several flight connections per week is available in Goma, daily flight connections via Kigali (travel time 5-6 hours). Daily necessities are available in Bukavu with restrictions. There are a few international restaurants. Many international actors are present on site, primarily organizations of the UN system and international non-governmental organizations. The security situation is tense, but tight security management is ensured. It is a risk location and therefore not a family location with limited leisure opportunities.
The security situation is extremely tense. The situation requires constant monitoring and special precautionary measures for GIZ employees. GIZ's guidelines on security measures must be followed at all times. Please also inform yourself about country-specific information from the Federal Foreign Office. GIZ is on site with a professional security risk management system. The freedom of movement is very limited. It is not possible for family members to leave the country.

The willingness to take regular business trips to Goma (provincial capital North Kivu) and, in consultation with Risk Management, also to rural areas is required.
