JOB DESCRIPTION
This position is a three (3) year Fixed Term Contract. The key purpose of this role is to provide technical expertise to SHIP MO. This entails amongst other supervision of technical feasibility studies, preparing, negotiating, and analysing costs for bids and contracts and advising on a range of legal and contractual matters. The incumbent will work closely with the DHET, universities and TVET colleges, service providers and other public and private institutions. Functional Structure: The SHIP MO is housed at the DBSA. The day-to-day activities will be directly under the supervision of the SHIP MO Oversight Committee (OSC), chaired by DHET.

KEY RESPONSIBILITIES
TECHNICAL OUTPUTS
Cost Management:
1. Review the proposed project cost, analysis of bills of quantities per the contract, as well as the review of cost analysis based on the architectural drawings, engineering estimates, materials required and labour involved.
2. Prepare and submit budget estimates and progress and cost tracking reports.
3. Review all payment of payment orders against the delivery, prior to recommending approval of payments to contractors and service providers.
4. Carry out monthly valuations of work in progress, including forecasting of final costs and sales. Develop controls to ensure project activities throughout the project life circle are always within predetermined budget and expenditure.
5. Continuous project cost optimisation and enhance cost efficiency, while keeping to regulatory standards and quality.
6. Procurement Support with the procurement of student housing infrastructure facilities in line with the PFMA and other relevant legislation, including development of RFP documents and required governance submissions to SHIP MO, evaluating and adjudicating of bid proposals and obtaining approvals from relevant governance structures.

Contract Management:
1. Assist with the preparation and negotiation of contracts and reviewing of validity of permits and approvals.
2. Ensure that all contracts comply with legislated norms and standards for student housing infrastructure, building regulations and other relevant regulations.
3. Advise on standards, practices and governance relevant to contractual documentation. Prepare revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors.
4. Continuous quality review and recommend all changes to specifications, work scope and drawings are documented and approved through appropriate governance processes.
5. Monitor all commercial and technical information in relation to project including labour, material and sub-contractor cost forecasting thus ensuring budgets adhered to at all time.
6. Responsible for ensuring the implementation of the scope of work as related to construction and commissioning of the facilities in conformance with project specifications, scope of work, and in accordance with the approved project schedule.

Project Management:
1. Manage and oversee the day-to-day construction management of the project.
2. Monitor construction productivity, schedule, performance against agreed contractual deliverables for payments and signoff of work completed. Investigate causes of delays and unsatisfactory quality delivered and accidents and invoke contractual remedies per the contract.
3. Ensure adherence to occupational, health and safety standards in line with laws and promote safety culture at site and office. Confirm the commissioning and transfer of new assets.
4. Confirm the availability of all site handing over documentation. Ensure submission of as built drawings and user specifications where applicable.
5. Ensure commissioning, hand over and sign-off by client.

Reporting:
Support the Head –
1. SHIP MO with reporting and compliance to the Oversight Committee, thereby timeously collating project status report Ensure an effective communication system is in place to provide prompt feedback for management, universities and TVET colleges.
2. Issue site meeting minutes and action plans. Compile monthly progress reports, including health and safety reports.

Resource utilisation:
1. Assist the Head in providing guidance and support to the SHIP MO Project Managers in the execution of their duties.
2. Assist the Head with coaching and skills transfer to the Project Managers
3. Assist the Head in identifying development needs for the Project Managers.

KEY MEASURES
1. Number of projects delivered on schedule, budget and quality standards.
2. Minimal safety incidents at project sites and adherence to OHS and other legislation.
3. Number of plans prepared which result in identification, assessment and realisation of projects.
4. Number of catalised opportunities resulting in a robust pipeline of projects.
REQUIREMENTS FOR THIS JOB
Expertise & Technical Competencies
Minimum Requirements:
1. Degree in BSc Quantity Surveying.
2. At least 8 years practicing in the built environment, post professional registration.
3. Pr QS registration with SACQSP. Large infrastructure project management experience (above R500 million).

Desirable Requirements:
1. A relevant post graduate qualification.
2. Project management qualification.
3. Knowledge and demonstrable experience in the: post-school education and training sector; technical planning, demand and growth estimations, and planning aspects relating to infrastructure projects, finance; spatial, geographic and demographic dynamics which impact infrastructure planning;
4. Private Public Partnership infrastructure development experience; and planning of infrastructure in the water, transport, energy and ICT sectors related to buildings.

Skills & Ability:

3. Project and contract management knowledge.
4. Sound knowledge of the JBCC, NEC, GCC and other relevant building contracts.
5. In depth understanding of the PMBOK knowledge areas.
