JOB DESCRIPTION
The Infrastructure Fund (IF) announced by the President in September 2018 addresses the need for a dedicated blended financing facility for infrastructure programmes projects. The aim of the IF is to transform public infrastructure financial provisioning using “blended” finance - combining capital from the public and private sectors, and Development Finance Institutions (DFI’s)/Multilateral Development Banks (MDB’s).

This will be dedicated to meeting the financing requirements for hybrid projects. The IF will be established within the parameters of the Infrastructure Development Act (IDA), under the Minister of Public Works and Infrastructure. This includes alignment with the comprehensive infrastructure pipeline that will be put in place in terms of the IDA. The DBSA’s mandate for the Infrastructure Fund has been captured in a Memorandum of Agreement (MOA) between National Treasury, Infrastructure South Africa (ISA), and the DBSA. The role of the Head: Infrastructure Finance is to provide a comprehensive suite of financing and advisory solutions for infrastructure development.

This is a Five (5) year Fixed Term Contract position. The Head: Infrastructure Finance will lead the IF to long-term financial strength through viable infrastructure financing projects and partnerships. The duties and responsibilities of the Head: Infrastructure Finance are detailed below:

Client Solutions:
Develop and deliver sustainable financing structures, models and solutions for IF clients through various products which include (amongst others) blended finance structures Public Private Partnerships (PPP) structures, B-BBEE funding structures, local currency funding, guarantees and derivative hedges.

Innovative financing instruments:
Develop and implement various innovative financing instruments to unlock and accelerate infrastructure delivery. These instruments include (amongst others) blended finance instruments, working capital facilities, bridging finance facilities, project bonds, CPI-linked debt, green bonds, project preparation facilities, construction performance bonds, price risk management and hedging products, customised vendor financing solutions

Financial Advisory Solutions:
Develop and implement financial advisory solutions for the IF including (amongst others)-mandated lead arranger (“MLA”) technical, financial, environmental, insurance bank services.

Fund Raising (Capital Markets):
Access financial markets to fund IF investments and operations to foster sustainable economic development, create wealth and improve infrastructure in South Africa by investing in infrastructure and other productive sectors.

Liquidity and Investment Management:
Oversee IF operational liquidity to ensure sufficient cash flows is available to meet financial commitments, such as loan disbursements and general operating expenses.

Portfolio Management:
Collaborate with amongst others, Head Portfolio Management, to proactively manage a portfolio of funds over and above operational liquidity to optimise portfolio returns while ensuring capital preservation within clearly defined credit, liquidity and market risk parameters.

Ensure that investments are diversified across several markets to deliver a favourable risk-return dynamic.

Asset Liability Management, Risk Management and Strategy:
Develop and implement Asset Liability Management, Financial and Risk Management policies and strategies. Work in partnership with external counterparts to hedge credit, foreign exchange, interest rate and market risk in line with approved policy/ies.

Deal Appraisal:
Proactively manage the team to ensure that all investment projects are taken to bankability through amongst others, evaluation of the feasibility of investment opportunities with a view of ensuring that they are commercially sound prospects for financing. This must be performed in alignment with the agreed strategy and mandate; due diligence process, deal structuring, facility agreements with clients, risk mitigation, etc.

Deal Execution:
Oversee the execution of transactions and drive the credit approval process to facilitate the structure and negotiate the detailed terms of the deal / transaction in liaison with Treasury, Legal, Portfolio Management teams to drive the approval of transactions through the various approval committees.

In liaison with the IF management team, resolve any potential constraints in the lending chain.

Risk Management:
Manage all risk aspects of the financing delivery function, in terms of ensuring appropriate structuring of investment risks and on-going mitigations of operations-related risks.

Ensure sound financial capital management through assuming responsibility for stewardship over the capital under management, and as well as efficient utilisation of financial resources.

Financial planning:
Oversee long-term financial planning and modelling in collaboration with the Treasury and Finance teams.

Funding Strategy:
Develop and implement the IF’s funding strategy to optimise borrowing costs at all times with the aim of providing tailor-made investment solutions. Develop investment proposals and support during preparations of terms and conditions of financing, discussions with potential investors, risk rating agencies, regulators, asset managers, pension funds, etc.;

Strengthen public sector capabilities in the development of Public Private Partnerships (PPPs) and in financing of large infrastructure projects in order to assist government’s efforts to advance Sustainable Development Goals (SDGs).

Stakeholder Relationships Management:
Develop and manage relationships with key stakeholders and decision makers (in government entities, development banks, private companies and commercial banks) to contribute to economic and infrastructure development.

Work on new or innovative projects and programmes with the aim of taking ideas from conception to completion.

Prepare various documents and management reports for Executive Committees, Boards and Stakeholders. 20. Perform other strategic duties as assigned.

2. Fully resource the Infrastructure Finance Unit to ensure that there are adequate capacity/skills for successful delivery of work.

5. Provide transferable skills, frameworks and guidance to promote empowerment of the team.
6. Promote DBSA values and a culture of High Performance in the IF.

REQUIREMENTS FOR THIS JOB
MINIMUM REQUIREMENTS
1. Post graduate degree in Development Finance, Finance, Business, Engineering or Economics. 2. 12 - 15 years demonstrable experience in project finance, the financial and infrastructure finance arena at a senior level.
3. Demonstrated experience in infrastructure finance and development.
4. Deal/Financial structuring and financial modelling of infrastructure projects for investment purposes.
5. Experience in investing in infrastructure in emerging markets, ideally in a diversified portfolio in different sectors of infrastructure (energy, transport, etc.).
6. Experience with working on new or innovative projects and programmes and proven ability to bring ideas from conception to completion.
7. Proven experience in project risk identification, management and mitigation.
8. In-depth knowledge of the banking sector and financial markets.
9. Comprehensive knowledge of the legal and regulatory environment for infrastructure procurement in SA.
