JOB DESCRIPTION
GIZ is implementing the project “Strengthening the Capacity of Intergovernmental Authority on Development (IGAD) towards Enhanced Drought Resilience in the Horn of Africa (SCIDA II)”. The project aims to strengthen the IGAD in the coordination and implementation of the Drought Disaster Resilience and Sustainability Initiative. In the framework of SCIDA II, The Federal Ministry of Economic Cooperation and Development and the European Union have agreed to co-finance the component "EU Digital Solutions to strengthen disease surveillance and monitoring systems for Covid-19 in the IGAD Region", which is relevant for Covid-19 response. The component "Digital Health" aims at promoting digital solutions for infectious disease surveillance and monitoring in the region. The component’s main partner is the IGAD Secretariat.

YOUR TASKS
1. Support the Head of Project in the planning and implementation of the component "Digital Health"
2. Technical Management of a small sub-team of experienced regional and national staff
3. Develop and provide technical expertise and advice to IGAD Secretariat and structures in the member-states, project partners and sub-contractors
4. Organize coordination meetings with key stakeholders and kick-off meetings to establish cooperation
5. Establish work and procurement plans for goods and services, in close cooperation with the partner
6. Preparing the selection and subsequent technical management of sub-contractors in the areas of Digital Health
7. Lead in Monitoring and Reporting and identify course-corrects where necessary, cooperate with the finance manager to control with the component’s cash-flow
8. Analyse and communicate project risks to the Project Manager and identify approaches to mitigate risk together
REQUIREMENTS FOR THIS JOB
YOUR PROFILE
1. Master´s degree in Medical Informatics or Public Health Information Systems or equivalent
2. Many years of professional experience in a comparable position
3. Familiarity with working in multi-cultural, multi-national environments
4. Proven technical knowledge of the subject ‘’digital health’’ within the developing country context
5. Several years of experience in configuring and deploying open source tools
6. Experience in the adaptation of software solutions into new settings
7. Working knowledge of open source solutions in the health sector
8. Fluency in English; French and German skills are an asset

There is a reasonable prospect of extending the contract by 12 months.
