ABOUT The Mozambique Energy Cluster consists of three country measures from the global programmes: Energising Development (EnDev), Green People’s Energy (GPE) and the Global Energy Transition programme. The country measures are focused on renewable energy and are designed to complement each other and cover a wide range of activities from access to energy for lighting and cooking for households and social institutions, productive use of energy, training in renewable energy technologies to the planning of large-scale private sector investments. It is planned that administrative tasks and financial management of the energy cluster are partially controlled centrally. The Administrative and Financial Manager/Controller will support the Energy Cluster Coordinator in the financial planning and controlling of the use of funds of the EnDev and GBE country measures as well as for the supervision of internal and external audits.
YOUR TASKS 1. Financial management, planning and controlling for the EnDev and GPE country measures in accordance with the guidelines of GIZ, the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financing donors as EU 2. Implementation and monitoring of all administrative and financial aspects in relation to BMZ and EU funds 3. Ensuring the commercial quality in relation to GIZ and EU instruments and processes as well as preparation of financial reports 4. Support to the EnDev and GPE country measures admin team, including in procurement and contracting processes, improvement of existing, set-up of new and implementation of efficient administrative processes and quality assurance measures especially for tender processes 5. A proactive support of the Energy Cluster Coordinator and advisory for team members in financial and controlling matters as well as proactive communication with financial experts of the partners 6. Quality assurance of administrative and financial documents, such as local subsidies, financing agreements, invoices, contracts 7. Preparation and supervision of internal controls and external audits 8. Preparation of relevant documents for the exchange of information between the project partners and the country office

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. Academic degree in the area of business economics, business administration, public administration or equivalent 2. Several years of GIZ experience preferable in a project or programme in administration and finance 3. Proven in-depth understanding of financial planning and accounting as well as knowledge of the implementation of internal controls 4. Good conceptual and analytical skills and strong communication skills 5. High level of cultural empathy and the ability to work in a team 6. Very good working knowledge of IT technologies and computer applications 7. Experience in EU co-financing and reporting is an advantage 8. Fluency in Portuguese or Spanish and a good English knowledge; knowledge of German is an advantage
