MAIN PURPOSE OF THE JOB To safeguard the assets of the Land Bank through the performance of procedures to detect fraud; to conduct forensic investigations to facilitate asset recovery.
KEY PERFORMANCE AREAS Fraud Prevention Strategy & Fraud Risk Assessments 1. Development and the implementation of the Fraud and Corruption Prevention Strategy 1) Develop the Fraud and Corruption Prevention Strategy by sourcing information from forensic industry, financial services and the Bank 2) Structure the relevant information in the prescribed format for further processing and application 3) The integrity of the information is ensured in accordance with criteria 4) The information is made available to the line manager for further processing; or 5) Provide input in accordance with policies, procedures and legal requirements 6) Provide input within allocated time frames 7) Develop implementation plan to implement the fraud prevention strategies 8) Execution of the Fraud and Corruption Strategy as per Implementation plan 9) Conduct Fraud Risk Assessments across the Bank annually 10) Liaise with Internal Audit and Risk to ensure that fraud risks identified are being addressed.
Policies Compile and Review policies: 1. All forensic and fraud related policies must be compiled and reviewed at least annually to ensure compliance 2. Determine the objectives and requirements of the policy 3. Review the policy and identify any irregularities which could result in mistaken interpretations • Make the necessary recommendations 4. Submit the reviewed policy for approval and authorisation in accordance with policies and procedures; or 5. Finalise the policy and provide to the user for execution purposes 6. Submit the policy to document management for numbering and archiving 7. Review policy in accordance with policies, procedures and legal requirements 8. Review policy within the allocated time frame
Forensic Investigations Conduct investigations: 1. Receive a request for an investigation and analyse to determine the extent and the nature of the investigation 2. Identify the indicators of the fraud 3. Conduct the fraud investigation to determine the nature of the fraud: 4. identify perpetrators and the modus operandi 5. conduct interviews 6. take statements 7. obtain information from public records 8. evaluate deception 9. write the report
Compile reports: 1. Collect the required data from all relevant sources 2. Verify the data to ensure that only applicable data is utilised 3. Collate the data into the required format for producing the report 4. Generate the report utilising the information in accordance with policies and procedures e.g. standards for ethical conduct and standards for best practice 5. Make recommendations in accordance with the information at hand Provide advice and act as expert witness 6. Receive a request for consultation as an expert witness: o fraud prosecutions o asset recoveries 1) contractual disputes o professional negligence 7. Agree to the time frames for execution of consultation actions
Outcomes of investigations 1. Tracking of recommendations and risks identified; and 2. Fraud awareness on findings of the investigations and risk areas identified.
Fraud Awareness & Fraud Risk Indicators 1. Develop and implement an annual Fraud Awareness Campaign 1) Ensure that knowledge and awareness in terms of Fraud issues is imparted bank-wide. 2) Remind the staff of their responsibilities in relation to fraud and corruption matters 3) Involved in the Induction program of the Bank 4) Ad-hoc fraud awareness emanating from investigations 5) Development & Monitoring of Fraud Risk Indicators

REQUIREMENTS FOR THIS JOB |
PREFERRED MINIMUM EDUCATION AND EXPERIENCE 1. B Degree or similar 2. 7 years experience as Forensic Investigator
CRITICAL COMPETENCIES 1. Advanced Microsoft Office 2. Knowledge / Experience in SAP system 3. Investigation Principles 4. Financial services and Corporate Governance
ADDITIONAL REQUIREMENTS 1. Extended hours as and when required 2. Travel as and when required.
