JOB DESCRIPTION The project 'Health Systems Strengthening and Epidemic Prevention' (HSSEP) funded by Germany’s Federal Ministry for Economic Cooperation and Development will strengthen the systems for disease detection and response, in particular for epidemic prone diseases, in the remote south-eastern counties of Liberia. Liberia’s health system is still very fragile and faces major bottlenecks in terms of funding, expertise and accountability. HSSEP focuses on three technical areas of capacity development: quality-assured laboratory diagnostics, reporting and response of notifiable diseases and gender sensitive work-force development. In addition, HSSEP supports Liberia in the containment of the COVID19 Pandemic in its country. The main partners of the project are the Ministry of Health and its implementation structures at county, district and facility level, the National Public Health Institute and the Tubman University.
YOUR TASKS 1. Active support of the project management team in the design and strategy of project implementation 2. Assistance in the operational planning and coordination of implementation with different partners 3. Support to reporting, knowledge management, partner communication, writing of change offer to commissioning party and other administrative tasks 4. Support in monitoring and evaluation of activities in the project regions 5. Assistance in the optimization and maintenance of the monitoring & evaluation system 6. Support in the preparation of terms of references and relevant documents for contracts, as well as in the coordination and management of long-term and short-term experts 7. Participation in the implementation of cross-sectional topics and in the topic of digitization, especially OnSITE Operations (digital cost output monitoring tool) 8. Communication and exchange with other relevant projects as well as support for further tasks in consultation with the project management

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. University degree in natural sciences, public health, social sciences, political science or a comparable degree 2. Ability to quickly familiarize yourself with new fields of activity and interest in networking 3. Willingness to support activities in the project regions and under simple conditions in an independent and structured manner 4. First Work experience in the context of development cooperation or international cooperation 5. First Experience in project management, if possible, within the scope of a foreign assignment 6. Knowledge of and experience with Monitoring and Evaluation 7. Affinity to digital applications and good command of MS-Office programmes 8. Very good verbal and written expression in German and English
LOCATION INFORMATION The GIZ offers an additional benefits package for deployments in fragile security situations. The climate in Monrovia is tropical and humid. There is a long and intense rainy season of 6 months (from May to November). There are some nice beaches in close proximity (although it is not always possible to swim safely). Europe can be reached within 8 hours (Germany around 12 hours). Provision of medical care is limited. There are 2 clinics that provide basic medical services largely according international standards. Complicated or emergency cases have to evacuated out of country. Living conditions overall are good. There is a good stock of suitable although pricey housing, a few fairly well stocked supermarkets and a small number of restaurants. Monrovia is a family duty station but with limitations in terms of security, medical care, educational opportunities and leisure activities. There is an international (American), fee-paying private school.
The security situation is tense. Tailored security risk mitigation measures are in place for GIZ staff in country. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. A contact person for security risk management is appointed at the local GIZ office. The freedom of movement is restricted. GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment. As part of the GIZ team, you are prepared to take on international assignments and pass on your expertise. This job is suited to a full or a part-time position. There is an option to extend the working contract until 30 June 2023. The willingness for frequent business trips to the southeast of Liberia is required.
