JOB DESCRIPTION

GIZ International Services is shortlisted for the EU-funded tender: „ Support to Criminal Justice Reform in Ethiopia.

The overall objective of the programme of which this contract will be a part is as follows: Increased rule of law, respect for human rights and access to justice for all.
The purpose of this contract is to support the Government of Ethiopia in its efforts to reform the criminal justice system in Ethiopia through the provision of ongoing technical assistance, advice and support to key institutions involved in the reforms and to ensure increased access to justice for all.
REQUIREMENTS FOR THIS JOB
YOUR PROFILE
Qualifications and skills
Post-graduate degree in law.

General professional experience
1. At least 10 years' experience in criminal justice / justice sector reform.
2. Experience in EC aid delivery methods and at least five years' experience in implementation of EDF projects/programmes.
3. Minimum of three years' experience as Team Leader in similar assignments.
4. Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills.
5. Computer literacy, excellent report writing skills and ability to produce quality documents.
6. Excellent oral and written communication skills in English.
7. Experience in sub-Saharan Africa is a requirement. Specific experience in Ethiopia would be considered an advantage.

Specific professional experience
1. Previous experience in the practice of law, as a judicial officer, prosecutor or as a senior member of a police or prison service is required. Specific experience in the aforementioned in Sub-Saharan Africa will be an advantage.
2. Practical experience in designing and delivering capacity development activities for members of the criminal justice system.
3. Demonstrated experience in identifying and designing development programmes with a gender and rights-based approach, notably in the field of governance, rule of law, access to justice and/or legal aid.
4. Demonstrable experience in strategic planning, project management, financial management, and monitoring and reporting.
5. Experience in legal research and/or drafting will be an advantage.

LOCATION INFORMATION
The TAU will be based in Addis Ababa. Periodic travel to all Regions will be required.
Start date & period of implementation
The intended start date is September 2021 and the period of implementation of the contract will be 60 months from this date (approx. 1.300 working days).
