PURPOSE OF THE JOB
The purpose of the job is building the Performance & Development function & Embedding it into the business strategies.

MAIN RESPONSIBILITIES OF THE JOB:
1. Develop policies and processes related to P&D
2. Liaise with strategy division responsible for Corporate performance management and heads of departments to design and interpret standard KPIs for staff
3. Lead the performance review process and provide guidance to managers to ensure effectiveness
4. Liaise with team leaders to monitor staff performance against performance goals throughout the year and advise them accordingly to ensure achievement of the set goals
5. Provide support to users on the appraisal process, ensuring concerns are addressed for timeliness and quality
6. Generate reports on the performance appraisal process, making appropriate recommendations such as promotions and salary increments
7. Guide employees in drafting annual development plans and performance goals and following up with respective supervisors for sign-off
8. Create awareness to connecting development investment to business results
9. Identifying learning needs in the organization & making up yearly training plan
10. Coming out with cost-conscious training solutions. (Have a clear budget and training plan (monthly follow up), reinforce internal training programs and establish partnerships with top-tier schools
11. Implementing young professional program
12. Maintain safe custody of performance management and training records for reference when required
13. Design Basic Job Knowledge program
14. Conduct and/or facilitate training and orientation programs for new and existing employees to ensure they are well equipped to perform their tasks.

REQUIREMENTS FOR THIS JOB
PROFESSIONAL, ACADEMIC QUALIFICATIONS AND EXPERIENCE
1. Bachelor’s Degree in Human Resource, Commerce, Business Administration or any other field
2. Relevant progressive experience of a minimum of two (2) years in Performance, learning & development Management
3. Core competencies
4. Understanding of Organization design concepts
5. Project management,
6. Public speaking capabilities,
7. Driving performance through others,
8. Strong presentation skills,
9. Ability to facilitate focus group discussions, conduct classroom learning sessions& implementing in-house training
10. Knowledge of performance management frameworks
11. Experience with execution of General HR Operations
12. Understanding of Rwanda’s labour law
13. Remuneration and Job Evaluation Tools
14. Contract Management
