JOB DESCRIPTION The German Federal Government currently maintains reform partnerships with six countries in Africa, in the context of which it promotes extensive projects for economic development and good governance. The projects aim to improve the framework conditions for sustainable economic and employment growth and to promote local and international investment. The Good Financial Governance in Morocco measure consists of three fields of action: (1) strengthening the domestic revenues of Moroccan local authorities; (2) ensuring transparency in the budget planning of Moroccan local authorities; (3) managing investment processes at regional level in an efficient and rules-based manner. The project supports framework conditions and prerequisites on both the revenue side and the expenditure side of public action.
YOUR TASKS 1. Providing support with content-based and operational management of the overall project, in particular for the fields of activity (2) and (3) 2. Providing technical advice to the Directorate General for Local Authorities in the Ministry of the Interior and the regional administrations in the pilot regions with a view to making the budget planning of local authorities more transparent 3. Developing presentation formats and instruments for providing information on public budgets, for example participatory budgeting 4. Designing and implementing training courses for citizens and their representatives on using the created products 5. Advising on the development of a strategy for integrating investment follow-up costs into the medium-term financial planning and regional development planning of the local authorities and the technical enhancement of the system for managing public investment projects 6. Managing international and national short-term advisors 7. Supporting the project management in coordination with donors, in planning and monitoring activities, in monitoring impacts and in reporting 8. Actively helping to shape new partner relations with the Moroccan Ministry of Finance and the financial administration at central and sub-state level

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. Completed university degree in economics or comparable courses of study with an emphasis on finance 2. Several years of professional experience in the field of public finance, preferably with a focus on budgeting and public investment 3. Practical experience of providing advisory services in a development cooperation partner country 4. Diplomatic relations with partners at national and sub-national level (e.g. Ministry of the Interior and regional administrations) 5. Experience in designing and supporting change processes 6. Excellent ability to think conceptually and formulate concepts 7. Excellent social and intercultural competence, frustration tolerance and interest in working in a politically demanding environment 8. Fluency in business German and French, good English language skills
