GIZ International Services is shortlisted for the EU-funded tender: „Second Pan-African Statistics Programme (PAS II)“ in Tunisa.

JOB OVERVIEW
The overall objective of the PAS II programme of which this contract will be a part, is to support African integration through better availability and quality of statistical information facilitating decision-making and policy monitoring.

The purposes of this contract are as follows:
1. to improve the production, dissemination and quality of statistics in Africa, especially in the area of external trade in goods statistics and national accounts, as well as other identified areas; and
2. to support the AU and the ASS in strengthening its institutional capacity and their internal communication and coordination, so that they will be able to provide comparable official statistics needed to underpin the AU’s integration process and measure African progress towards global goals.

YOUR TASKS
1. The expert will be in charge of directly supporting the methodological work of the STG-ES External Sector (External trade and balance of payments).
2. The work of the expert will focus on aspects of methodological consistency in the work undertaken in this statistical priority area.
3. The expert will carry out quality checks of project products, including but not limited to publications, reports, frameworks and trainings/workshops. If necessary and requested the expert will also support NSOs and RECs.
REQUIREMENTS FOR THIS JOB

YOUR PROFILE
Qualifications and skills
1. University degree in economics/statistics, or proven practical experience of at least 8 years in producing/coordinating the production of official statistics.
2. Excellent command of English (written and spoken, equivalent to level C1 of the Common European Framework of Reference for Languages). A fluent command of French would be an asset.

General professional experience
1. A minimum of six years professional experience in official statistics acquired from working in a national agency producing official statistics, either by direct employment or through consultancy working.
2. Experience with the ASS will be an asset.

Specific professional experience
1. Proven experience of at least 3 years in providing consultancy and/or supervision of methodological work in international merchandise trade statistics related to the following domains: data compilation and data analysis, construction of statistical indicators, data quality frameworks. More years will be an asset.
2. Experience in providing consultancy in statistical development projects will be an asset.
3. Experience in the production (both textual content and statistical tables) of at least 1 comprehensive statistical publication on international trade of national or international scope (e.g. yearbook, status report, assessment) will be an asset.

LOCATION INFORMATION
The Key Expert may be located outside the base of operations subject to the condition that this is not to the detriment of the overall effectiveness and efficiency of the project. Key experts of the project should be in frequent contact with STATAFRIC, RECs and NSOs and if needed, visit them.
Start date & period of implementation
The intended start date is January 2022 and the period of implementation of the contract will be 46 months from this date (770 working days).
