GIZ International Services is shortlisted for the EU-funded tender: „Second Pan-African Statistics Programme (PAS II)“ in Tunisa.
JOB OVERVIEW
The overall objective of the PAS II programme of which this contract will be a part, is to support African integration through better availability and quality of statistical information facilitating decision-making and policy monitoring.
The purposes of this contract are as follows:
1. to improve the production, dissemination and quality of statistics in Africa, especially in the area of external trade in goods statistics and national accounts, as well as other identified areas; and
2. to support the AU and the ASS in strengthening its institutional capacity and their internal communication and coordination, so that they will be able to provide comparable official statistics needed to underpin the AU’s integration process and measure African progress towards global goals.
YOUR TASKS
1. The position holder is supposed to combine the role of project manager/team leader and of the key expert for statistical capacity building.
2. As project manager/team leader the expert will lead the implementation team and be responsible for the overall co-ordination and implementation of the project tasks with regard to all administrative, and implementation aspects. The expert shall be the main contact point for the contracting authority.

YOUR PROFILE
Qualifications and skills
1. University degree in statistics or economics or related field of study
2. Excellent command of English and effective communication skills (both oral and written, equivalent to level C1 of the Common European Framework of Reference for Languages). A fluent command of French will be a strong asset.
General professional experience
1. At least five years of overall experience during the last 10 years as project leader of international cooperation projects; Experience in EU-funded international cooperation projects will be an asset.
2. Experience in the region will be an asset.
Specific professional experience
1. Proven experience of at least five years in providing consultancy or technical assistance in institutional capacity building to statistical institutions;
2. Experience with the ASS will be an asset.
LOCATION INFORMATION
The project will establish an office located in Tunis (Tunisia) as operational base, in order to facilitate close working relations with the staff of STATAFRIC.
The Key expert 1 ’Project manager/Team leader’ has to be located in the operational base.
Start date & period of implementation
The intended start date is January 2022 and the period of implementation of the contract will be 46 months from this date (770 working days).
