JOB DESCRIPTION The Federal German Ministry of Economic Cooperation and Development (BMZ) supports the African Union Commission in setting up the Pan African University (PAU) as an institution of the African Union. The PAU is a continental network university striving for excellence and contributing to core fields of Africa`s development. The emphasis of PAU is on the training of graduates and doctoral candidates as well as on applied research, outreach and policy advice. The GIZ programme is supporting the institutional development of the PAU Institute for Water and Energy Science - PAUWES - located in Tlemcen, Algeria. The focus is on the organisational development, the quality assurance, development of current and new study programmes as well as cooperation with the public, private and academic sector. In addition, the support through GIZ is focusing on the establishment of career services as well as the PAU Hub for Entrepreneurship with partnerships and outreach activities across the continent.
YOUR TASKS 1. Responsibility for steering the commission and implementation of the exit phase of the project, coordination with the commissioning party, managing the collaboration with partners, monitoring. 2. Advising the AU Department of Education, Science, Technology&Innovation ESTI (located in Addis Ababa, Ethiopia) as well as the PAU Rectorate (located in Yaounde, Cameroon) on the development of PAU and PAUWES on the implementation of the 5-year strategic planning, organizational development, financial sustainability as well as the transfer of best practices regarding quality and relevance of the study programmes from PAUWES to other PAU institutes 3. Supporting the linkages of the PAU project with the African Union policy agenda in higher education and employment as well as with the focal area of BMZ in the cooperation with the African Union in the field of regional economic integration 4. Managing coordination with the German Embassy and other international partners of PAU 5. Coordinating the advisory approaches at different levels between the programme locations in Ethiopia and Algeria as well as with the partners, also located in Cameroon 6. Supporting the recruitment and development of personnel and supervising a small team in Addis Ababa and remotely the team in Algeria 7. Ensuring financial and administrative compliance of the project, managing the budget-output allocation, annual cashflow, contracts and financing agreements, risk management as well as security related matters in the locations

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. Master’s degree in a relevant field in Education, Public Management, Organizational Development, Social Sciences or International Relations 2. Several years of experience in the higher education sector, with a focus on organizational development, institution building or quality assurance in a higher education context 3. First experiences in international development cooperation in Africa, preferably with institutions of the African Union 4. Experience in cooperation between higher education and the private sector, employment orientation of higher education in African and/or in international, high-level political context 5. Good understanding of the role and mandate of the African Union and its policy in the field of education as well as a background in project management 6. At least 3 years of leadership experience with personnel supervision responsibility of staff, team working skills, ability to motivate and mobilize staff 7. Strong advisory and communication skills; ability to work well under pressure and in challenging environments, high flexibility and resilience 8. Fluency in English and French; knowledge of German is an advantage
