OVERVIEW 1. Reporting to Director General, Environmental, Social and Governance, the position is responsible for implementing NDB’s Procurement Policy with the objective of ensuring that project procurement is transparent, competitive and efficient, and follows applicable NDB policies and good practices and standards. 2. The incumbent will lead the team to conduct rigorous procurement due diligence of projects, assess and monitor procurement risks of projects, and provide procurement-related solutions to operations.
SPECIFIC RESPONSIBILITIES include but not limited to: 1. Review, update and implement the Bank’s Procurement Policy, assess procurement systems of member countries, and ensure that the Bank’s Procurement Policy and requirements are consistently applied across projects. 2. Supervise the procurement due diligence of projects, provide inputs for procurement plan and other procurement-related aspects of projects, in alignment with the project’s objective and expected development impacts, and the Bank’s applicable policies. 3. Identify, assess, report and monitor procurement risks of projects and provide solutions for mitigation of these risks. 4. Provide procurement solutions and support to Operations in both project preparation and implementation stages, in close collaboration with the project team in Operations, with the common objective to deliver the Bank’s projects with quality and speed. 5. Provide capacity building and trainings on the procurement country system for clients and the Bank’s staff. 6. Assist the Director General in providing technical support and advice to the Management on other non-operational procurement related matters in the Bank. 7. Nurture talent and coach the team to ensure continuous learning and development. 8. Other duties and responsibilities assigned from time to time.

REQUIREMENTS FOR THIS JOB |
POSITION REQUIREMENTS 1. Minimum of 12 years of relevant professional experience in a multilateral development bank or equivalent, regulated public/private sector financial institution, consultancy firm or relevant public department or agency in procurement of goods, works and services for large scale and complex infrastructure projects. Experience in project processing and administration will be an asset. 2. In-depth knowledge of procurement policies, legislations, systems and practices across phases of infrastructure projects in the member countries. 3. In-depth understanding of procurements policies by multilateral development banks. 4. Strong leadership and managerial skills in managing a diverse workforce. 5. Exceptional strategic thinking, leading change, problem solving, communication, conflict management, and resolution and interpersonal skills with high resilience and drive in achieving objectives and goals. 6. Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration. 7. Master’s Degree or equivalent in a relevant professional field from a reputed university. Relevant certifications in project procurement will be considered.
