OVERVIEW 1. Reporting to NDB’s Board of Directors (BoD), the Director General for the Independent Evaluation Office (IEO) is responsible for quality enhancement and independent evaluation of the NDB’s strategies, policies, initiatives, processes and operations. With the aim of supporting management, the IEO identifies lessons and provides recommendations for improving the efficiency and effectiveness of the Bank. 2. The IEO supports both the BoD and Management in strengthening the quality of the Bank’s work and in evaluating the development effectiveness of the institution. 3. The IEO conducts objective assessments to ensure that the Bank is accountable for achieving its development objectives. In doing so, it will provide technical advice and evaluative evidences to help the NDB deliver better services and results to its clients. 4. As an integral part of the Bank, the IEO works together with Management and provides constructive and effective feedback and proposes solutions to key challenges faced by the NDB in delivering on its development mandate.
SPECIFIC RESPONSIBILITIES include but are not limited to: Manage evaluation and quality enhancement processes 1) Formulate, implement and report on IEO’s work program, as agreed and approved by the Board of Directors, safeguarding the independence and ensuring the quality of the evaluations. 2) Plan, execute, and oversee the independent and systematic evaluations and quality enhancement processes regarding NDB's strategies, policies, operations, activities, delivery support functions and systems. 3) Provide analysis and syntheses of evaluation findings, drawing lessons and practices from past experiences to deepen the evidence base to inform decision making and support future action by the Bank. 4) Conduct quality enhancement review processes to actively improve the quality of the Bank’s projects and initiatives.
Disseminate knowledge and support organizational learning 1) Disseminate findings and provide recommendations for improvements to be incorporated in the design, appraisal and execution of new operations of the Bank. 2) Contribute to strengthening the quality enhancement processes and self-evaluation mechanisms and capacities of the Bank’s departments and divisions, and executing entities of projects financed by the Bank, assisting them in tracking, documenting and reporting quality levels and indicators. 3) Provide oversight and support for the improvement of the effectiveness of the Bank's quality enhancement and evaluation activities.
Promote the evaluation function and culture in the Organization 1) Liaise on behalf of the IEO with the relevant departments and divisions of NDB and with external stakeholders to build relationships and share information and good practices. 2) Support a learning culture based on cooperation, information-sharing, and constructive feedback within the Bank and with its clients.
Manage and coach staff 1) Provide intellectual leadership to the IEO on evaluation methods and quality enhancement processes, and substantive issues related to reviews and evaluations. 2) Nurture talents and coach the team to ensure continuous learning and development of the Bank’s teams. 3) Other duties and responsibilities assigned from time to time.

REQUIREMENTS FOR THIS JOB |
POSITION REQUIREMENTS 1. Minimum of 15 years of relevant professional experience in a multilateral development bank or equivalent or a regulated private sector financial institution with proven expertise and record in quality enhancement and independent evaluation. 2. In-depth knowledge of operations, policies and procedures in the banking and financial services industry and expertise on quality enhancement, independent evaluation, internal controls, operational risk management, audit techniques and methods of evaluation. 3. Experience in the development of quality enhancement and evaluation policy and capacity building in the context of multilateral institutions. 4. Demonstrated exceptional strategic and independent thinking, high-level of professional integrity, and strong analytical skills. 5. Strong understanding of development work, the mission, and multilateral institutions. 6. Proven leadership skills to lead change, problem-solving, develop vision and strategies for evaluation, motivate and manage high-level professionals of diversity, conflict management and to manage the program and budget. 7. Strong communicational skills and interpersonal skills with the ability to drive the team in achieving objectives and goals. 8. International experience in a multi-cultural work environment and in resolving development issues in emerging economics. 9. Ability to interact effectively with the Board, Management, staff of different areas of the Bank, government agencies, and other stakeholders and to foster a climate of collaboration. 10. Excellent and persuasive oral and written communication skills in English. 11. Strong academic background with at least Master’s Degree or equivalent in a relevant professional field from a reputed university.
