JOB DESCRIPTION The project "Public Finance reform to achieve the Sustainable Development Goals and mobilize government revenues" advises the Beninese government on how to implement its budget cycles at national and sub-national level in accordance with the principles of good financial governance. The project is active in five fields of action. (1) legally compliant implementation of budget processes in financial administration; (2) enhancing the performance of tax administration; (3) transparency and accountability in the spending of public funds; (4) improving the planning quality of public investments; and (5) annual reporting on the implementation of the Agenda 2030. Main partners are the Ministry of Economy and Finance, the Ministry of Planning and Development, the Ministry of Decentralization, as well as selected sector ministries and 19 municipalities.
YOUR TASKS 1. Planning, steering, implementing and monitoring of activities and measures in the field of action (2) enhancing the performance of tax administration 2. Providing technical and organizational advice to the national tax authority on revenue mobilization, by aligning it to international standards in the areas of revenue forecasting, taxpayers’ compliance and capacity development 3. Elaborate concepts and strategies in the area of tax policy reform 4. Planning, managing and implementing as well as monitoring grants, individual expert assignments and contracts with consulting firms 5. Support in the active shaping of partner relations in the field of action (2) enhancing the performance of tax administration 6. Supporting the program management in results monitoring and project reporting.

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. University degree in the fields of economics, finance or administrative sciences 2. Several years of professional experience in the field of public finance, with a focus on taxation 3. Practical consulting experience in one or more partner countries of development cooperation, ideally in West Africa 4. Diplomatic skills in establishing and maintaining relations with partners at national and sub-national level 5. Strong intercultural skills and frustration tolerance 6. Fluent in German and French, strong command of English is an asset
