THE BANK:
Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa.

THE COMPLEX:
Directly headed by the President of the Bank, the Presidency (URPR), plans, supervises and manages the business of the Bank Group. Under the direction of the Boards of Directors, the President conducts the business of the Bank and the African Development Fund and manages operations and activities in accordance with the Agreements establishing the African Development Bank and the African Development Fund. The Presidency (URPR) supervises several Departments and Units including the Office of the President (PCSC); the Independent Development Evaluation Department (BDEV); the Integrity and Anti-Corruption Department (PIAC); the Compliance Review and Mediation Unit (BCRM); the Secretariat to the Sanctions Appeals Board (BSAB); the Administrative Tribunal (BATR); the Office of the Auditor General (PAGL); the Group Risk Management Directorate (PGRF); the General Counsel and Legal Services Department (PGCL); the Communication and External Relations Department (PCER); the Staff Integrity and Ethics Office (PETH) and; the Office of the Secretary General & General Secretariat (SEGL).
THE HIRING DEPARTMENT:
The Executive Office of the President (PCSC), assists the President in planning, supervising and managing the business of the Bank Group. The Office monitors, coordinates and supervises the implementation of various Bank programs including administrative issues relating to Directors reporting to the Office of the President; prepares and organizes the President’s missions and represents the Bank, in line with the President’s instructions, at international conferences and meetings and on working missions to member countries; prepares and organizes meetings with Bank’s Senior Management, and facilitates follow-up on the decisions of these meetings; reviews, evaluates and gives advice on communication and interaction between the Presidency and the various organs of the Bank; ensures the effective and timely implementation of Board and Management decisions; provides effective administrative and logistics support to facilitate implementation of the President’s programs; and prepares, monitors and submits summaries of audit reports to the President and follows up on the implementation of the recommendations of the reports.

THE POSITION/ASSIGNMENT:
The Role:
1. The Policy Analyst will work with one or several senior members of the Cabinet to provide technical and operational support to the Presidency. Primary coverage: following up on strategy implementation, portfolio delivery, lending (pipeline & portfolio), financial performance, corporate wide initiatives and strategic partnerships).
2. The analyst will also provide cross-cutting support in the implementation of the Bank’s policies and strategies, the High 5s, and key corporate priorities.
3. He/she will provide technical and practical advice and recommendations to support the work of the Cabinet. In this regard, the analyst will review and provide comments and guidance on strategy papers, Bank policies, briefing notes and operations documents.
4. He/she will also work with various assigned internal and external clients to collect and/or provide technical advice to ensure strategic focus, cross-complex coordination and alignment of activities to accelerate delivery on the Bank’s High 5s in countries and across regions.
5. The analyst may also participate in major regional and international missions with the President aimed at advancing key development challenges and corporate priorities.

KEY FUNCTIONS:
Under the overall supervision of assigned senior managers in the Cabinet, the Policy Analyst will perform all, or a combination of the following:
1. Regularly provide detailed technical analysis and associated write ups of the Bank’s strategy implementation, delivery and performance (including on relevant areas under their coverage);
2. Work with the various Complexes to guide and support the preparation of technical briefs and talking points (in collaboration with other PCSC staff) for the President’s internal and external engagements on the Bank’s strategy and performance, and ensure high quality control (including content accuracy and relevance);
3. Provide strategic advice to the project and management teams in the various Complexes on the strategy and implementation of cross-complex and high visibility corporate wide initiatives under the High 5s on the ground;
4. Assist in the coordination and collaboration between the Bank and external stakeholders on strategic partnerships on the High 5s and promptly deliver the President’s guidance to the various Complexes;
5. Work with various Bank units in the active monitoring the implementation of the President’s strategic guidance; monitor progress of priority corporate wide transformative initiatives and targets and provide prompt updates to the President and/or arrange necessary briefing meetings with teams/complexes. Conduct analysis of implementation challenges with concerned complexes and recommend improvements to increase efficiency and effectiveness;
6. Assist in the cabinet’s work to support the President in outreach efforts and the strengthening of relations and engagements with non-regional shareholder member countries of the Bank Group;
7. Monitor and assess initiatives, ideas and agendas developed by countries, external partners, other bilateral and multilateral financial institutions (MFIs) and other initiatives and ideas of global interest to the Bank; and assist in the formulation of advises and recommendations to the President on their relevance and potential implications for the Bank;
8. Assist in the maintenance of effective engagement with the relevant departments and units in the Bank to ensure a coordinated approach in the implementation of the Bank’s strategy and the High 5s;
9. Attend key relevant meetings on behalf of the Cabinet and ensure appropriate actions and
follow up.
REQUIREMENTS FOR THIS JOB
COMPETENCIES (skills, experience and knowledge)
1. Have a minimum of six (6) years of experience in the Bank’s operations, policy or strategy development;
2. Hold at least a Master's degree from a recognized university and with demonstration of excellent performance in the Social Sciences (Economics, Political Science, Sociology or inter-disciplinary combinations thereof), Business Administration, Finance, Statistics, Operations Management or related disciplines
3. In-depth knowledge and understanding of institutional policies and procedures and the
regulatory environment within which they operate (lending project team leadership
experience an advantage);
4. Deep understanding of development issues in Africa and exposure to high-level decision
making within large institutional environments;
5. Have a demonstrable interest in policy and bringing about change, as well as the ability and desire to acquire and maintain knowledge of a policy area or areas;
6. Good knowledge of the institutional and operational architecture of multilateral development banks and international financial institutions;
7. Good political judgement and initiative, for making decisions autonomously or advising
others on the most effective course of action;
8. Effective research and analysis skills (including quantitative and qualitative), needed to build an evidence base from which you will work;
9. Excellent written and verbal communication skills, to absorb technical and/or complex
information and present it to different audiences in a clear and accessible (non-technical way);
10. Excellent knowledge of one of the two working languages of the Bank (English/French), and working knowledge of the other;
11. Strong interpersonal skills, to work and build relationships with a range of internal and
external clients holding different views;
12. Excellent diplomatic skills with the ability to understand diverse perspectives and to be able to successfully influence and negotiate;
13. Excellent organization skills, to track priorities, work towards deadlines and help manage
various project dossiers;
14. A flexible and adaptable approach, in order to respond to shifting priorities and a rapidly
evolving external environment; and
15. Track record of professionalism, discretion, high integrity, results delivery, self-starter, strong work ethic, confidentiality and discretion unquestionable.
